Consistency and usage of the -n / --nodes argument with multiple nodes

Hi,
I would like to get some clarification behind the -n argument and the possibility to supply multiple nodes.
My problem is that the support for multiple nodes is inconsistent. See these examples:

talosctl  -n 10.0.0.1,10.0.0.2  upgrade --image factory.talos.dev/installer/...:v1.9.5

works

...

talosctl  -n 10.0.0.1,10.0.0.2  health

gives clear error

...

talosctl  -n 10.0.0.1,10.0.0.2 apply-config --file my.worker.yaml  --insecure

fails silently, only one server has config applied

...

are there any clear documentation/statement for which commands this flag supports multiple nodes?
should the non/functionality be better communicated?

Yes, it should, most of the commands handle this correctly (report errors if unsupported), but there might be some gaps.
