思い付きでしかないですが、expires_atがnullなメタデータについても2週間〜1ヶ月程度をめどに再取得を試みても良いように思います。
その際にリンク先が消失していたなど、アクセスできなかった場合はデータ維持で…

アクセス時は既存の表示しておいて条件満たしてたらジョブキュー突っ込むとかかなとか思ったり
