I quite like the idea of being able to reference a previous line but it could be difficult to define this when others may be chatting. Perhaps this:
<user1> burritobot: tell: user2
Possible extensions:
multiple calls should result in multiple messages
allow the specification of some amount of time after which it shouldn't be sent
report to the requesting user that the message was sent - backing up if they themselves are away
