Describe the bug
kcptun plugin 只在 “GFWList” 模式下才能工作。在“全局”或者“绕过局域网或中国大陆地址”模式下会连不上。

To Reproduce

1. 安装并设置kcptun plugin
2. 选择“GFWList”模式
3. 启用并测试。会显示测试成功。
4. 停用并选择“全局”模式
5. 启用并测试。会显示测试失败。

Expected behavior
“全局”模式下也应该能正常使用。

Additional context
我还测试了在termux中运行kcptun，在shadowsocks中指定绕过termux。这种情况下“全局”模式是可以用。我怀疑是最近的android update搞坏了什么东西，因为在8或9月份的时候肯定是没有这个问题。
