Provide validator script

It would be useful to have a validator script that would look at a zarr directory and check that a given file conforms to the spec. Would be straightforward enough to do with the zarr Python API.

Doesn't have to be packaged in a particularly official way, just a standalone script that can be downloaded would be fine.
