This tries to create a temporary directory in the dir provided rather than using it: https://github.com/pystatgen/sgkit-bgen/blob/8a87e828e9f60b9bc66dda0ac7baeabf36f9e1dd/sgkit_bgen/bgen_reader.py#L399-L401
