Invalid UTF-8 byte C0 #1

The minimal example fails on Mac Tex Live 2019 with:

! Package inputenc Error: Invalid UTF-8 byte "C0.

Not too sure where to go from here.

Deleting pdfx.sty works. Perhaps it is no longer needed?
Document passes with verapdf.
