[Discovery] Find asset service with similar capablility

Motivation
As a customer I want to receive alternative offers for a similar asset, in case the one booked is affected by any incident or planed maintenance.

Subject

• Compare capabilities / skills between a given asset and other assets
  => tbc, which APIs exist?

Details

• Extend the technical service description for assets with capabilities.
• Show asset status info in custom tab of given subscription
• Provide an operation in the technical service to start/resume an outage status on given service
• Once the outage operation is executed an email with links to similar assets (those matching required skills) is issued to the customer
