Global setting for default language

The default language in de UI is always English, unless you change the language on a per-user basis.

I would like a global setting to change the default language, that also works on docker compose/env

The default language should default to the browsers language. If your browser is english, the UI will be english (same for other languages).

Languages should be handled on the client side and not sever side.
