Feature engage effect on shorter than step

I've been wanting to write this for a while. I do wish there were settings to make the effects to be engaged for less than one step. It could be done like Roland implements sub-steps
0--- -> effect(s) is only engaged first of quarter of a step (I believe this would be the first 1/16 note)
--0- -> effect(s) is only engaged the third quarter of a step (I believe this would be the first 1/16 note)
---0 -> effect(s) is only engaged in the last quarter of the step.
00-- -> effect is engaged only first 50% of the step

For now if we had these I would be happy
0--- or 00-- or 000-
This is important if your BPM is less than 80 and I do this for lo-fi chill instances
