The maximum length of the file folder name is 255bytes, it can only support 85 Chinese characters

Describe the bug
Open VSC SAS Extension base on Main branch. Sign in with a valid Viya connection, open SAS server. Create a new file folder with valid name having 100 Chinese characters, however it failed to do so. For the SAS server, the maximum length of the folder name is 255 bytes. It is ok to accept 100 Chinese characters on SAS content.

Steps to reproduce

1. Sign in with a valid viya connection
2. Open SAS Server
3. Create a file folder with valid name having 100 Chinese characters

Expected behavior
Update the error validation and show proper prompt message
