Metadata authorization errors need to be caught and surfaced to end user #13

If a proc metadata fails due to an authorization failure, the fact is not caught. It needs to be caught and reported back to the end user.

#12 needs to be implemented first then this is an example of the type of message that needs to be surfaced.
