Document SBE Innovation Team project proposal / on-boarding workflow

We need a workflow for how:

1. An evergreen project is proposed
2. A brownfield project is on-boarded under the SBE Innovation Team's purview

For (2), we should be careful with handling copyright as we would need the personnel to assert that they own or have the rights to providing the code to us under an agreed license.

This can be done through past DCO sign-offs.
