I had an issue where I was missing several important administrative tools when used the "#if you didn't install Active Directory yet , you can try" PowerShell commands on a clean Windows Server 2019.

I solved this issue by installing AD DS and DNS first manually from Server Manager and configuring them by indicating cs.org as the forest name, after the restart I ran the second PowerShell commands "# if you already installed Active Directory, just run the script !" and then I could use all administrative tools, such as Active Directory Users and Computers.
