Remove ReseedingRng? #1721
Description
ReseedingRng was created as a re-usable component. Some searching on GitHub only really finds re-implementations/re-instantiations of ThreadRng (potentially using ChaCha20Core instead of 12, but I believe this is a mis-guided concern; see #1661).
Thus, I think that removal of ReseedingRng is reasonable.
