So when are pre-releases promoted to a full release? Is it a schedule, some criteria, or arbitrary?

we try to do it once a month but this month we have been busy so it is not falling on the regular schedule.
Usually, it is two pre-releases, and one main release.
but officially we do not have a schedule.
