add TLC proxy

There's already a TLC site that implements most of the tcl sxl.
It would be practical to add a TCL site proxy, which can be used to easily interface with a remote TLC.
It could simplify the TLC validator a lot, Instead of manual comand and status handling, you could then use high-level methods like tlc.set_plan(1)
