Write A Concrete Package Maintainers Guide to build.ros.org

I asked a really simple question today, "say I own a package that's part of ROS distro, how can I find out if my package's tests passed / failed on the build farm?"

This turned into a long discussion about:

1. ROS 2 Rolling Status Page
2. http://build.ros.org
3. http://ci.ros.org

and all the cryptic character strings on these pages, what they mean, and how to actually dig through all this to find your particular package! We really need a comprehensive package maintainers guide that explains this stuff and points people to the correct repository.

This ROSCon talk is a good starting place slides but we really need an official guide.
