roncoo-pay-app-notify工程中，AppNotifyApplication中startInitFromDB方法，启动时初始化时候从数据库加载数据到队列进行消息通知，当队列消息处理完后，就不会再加载新的数据到队列，这个设计是不是有问题啊？
