[lint] unsupported TypeScript syntax : attribute declaration

rome check is not aware about the following syntax:

  ✖ Unknown class property start

    2 │ class A {
  > 3 │     declare a: number
      │             ^
    4 │ }

I tested with rome 10.0.7-nightly.2021.7.6.

This syntax was introduced in TypeScript 3.7 and enable to opt-out define-for-class-fields.
