Fixes improper mass distribution among vehicle components

• The report used to distribution mass across components contained an error.
  This did not lead to incorrect energy consumption estimates though, as the total curb mass remains the same.
• The light-weighting factor was only applied to the frame base. This is now corrected and the light weighting factor is applied to all the vehicle components. This did not lead to incorrect energy consumption estimates though, as the light-weighted curb mass used for energy use estimate was correctly considered, only the inventories were not.
