Use "+" character before the phone number

When Telegram find a "passenger", it offer the phone number but the number doesn't begin with "+". The most smartphone could use the number directly from the messages received. Actually the phone number begins with numbers and the OS doesn't recognize it as number to call. Then,
the phone number: "543517654321" could to be: "+543517654321".
