Move MEI test suite to special repo #14

As the MEI test set is ever growing, I think it would make sense to have them in an extra repository and include them here as submodule.

Advantages:

separate licence
easier contributing and reuse
possibility to have them versioned and published as package (e.g. on Zenodo)
