Add new field 490 for Series titles

Please add 490$a, $v for series and journal names:
https://www.loc.gov/marc/bibliographic/bd490.html

Field: Periodical or series
490$a: Periodical or series title
490$v: Number/volume

The entire 490 should be repeatable, but not the subfields individually.
The 490$a should behave like 240$a and 730$a, in that an autocomplete list appears and new entries are allowed from Sources.
