Describe your issue here

Services capabilities section can be defined either at EID level, or at AccessPoint level.
IEC 61850-6 : "as general rule each element of the Service section shall only be used either at IED level, ... or at access point level."

Services element defined at AccessPoint level shall not contain IED general configuration or engineering-related capabilities like : ConfLNs, ConfLdName and Value Hanling
