File Explorer: when creating a blank file, we should immediately focus on the name input

Following #5662, when creating a new file, we should focus on the name input & require a user-supplied name. This will encourage the user to add their intended extension (e.g. .sql, .yaml), which will enable the appropriate syntax highlighting.
