Publish Maven artifacts to public Maven repo #2

This issue is filed for posterity – please fix when appropriate.

Being an Open Source project, neo4j-jdbc Maven artifacts (SNAPSHOT and RELEASE) should be published to a public Maven repo and the Maven coordinates should be mentioned on the home page. If Maven Central is cumbersome, you may consider http://clojars.org/ where several[1][2] non-Clojure JDBC projects publish their artifacts.

Agree on this,
we just need to bring it into the building and releasing pipeline
first. That should be the first step. @nawroth WDYT?

@peterneubauer I don't know if this will be a project sposored by Neo Technology and added to the CI/release system etc etc (in which case mvn central is very easy) or if this is a proof of concept thing only. @rickardoberg, what's your thinking here?
