Allow customizing per-host timeout

For instance, https://sting.dragonflybsd.org is badly misconfigured so IPv6 connects to it always timeout. Because of that, it takes 60+ seconds per URL from it which in turn leads to very low link checking rate (~1300 links/day). Setting (much) lower timeout would've fixed this.
