Add support for conditionals

Add support for conditionals in attributes files and in content itself.

While it's easy enough for us to inject the entire contents of the attributes file into the coalesced document, parsing conditionals and attributes opens up room to inform users whether a module or assembly contains all the information it requires to build correctly.
