Startup DB First Time Sign-in doesn't display ToolBar tools #196

When creating a new database (which has not text or resources) the first sign in launches READ and tries to load resources. Seems when none are found the setup of the toolbar doesn't happen.

Work around hit Shift Reload and then it loads the toolbar so user can Find(Add) Item-Part-Fragment-Surface-Text

Same as #189 which has adding a blank text in the startup SQL for a new db fixes the issues. We need to discuss the best solution for this, which might be to launch the Item Wizard on first startup.
