Discuss making RC as non-breaking going forward

There have been few RC releases on multiple projects that have had potential breaking changes. @sozercan raised a point during our discussions if we can ensure RCs aren't breaking.

There is precedence in other communities that that use experimental flags. It would be good if all related projects like oras/notation/ratify follow similar methods.

Notation CLI is using the same method as ORAS CLI. I would like to hear any feedback and use the best practice in the industry.
