Dashboard: More Info on loading state when bootstrapping #641

When lnd / cln is offline, the UI is waiting for it, displaying a loading circle and a notification in the top right.

Currently there is not much info if something hangs what can be done.

Maybe indicate that there is an issue with lnd/cln with the option to restart or getting logs etc.
