[FEA] Run the narwhals test suite with cudf.pandas

Is your feature request related to a problem? Please describe.
In #17662, we added a CI job to run the narwhals test suite with cudf and polars GPU. We should also run the narwhals test suite with cudf.pandas.

Describe the solution you'd like
This should be a separate CI job I think. We'll probably need some sort of xfail and/or skip list for known failures.
