This is issue is part of the epic #387.

Description

Users may need to select a time frame (maintenance window) for changes to be rolled out to downstream clusters.

The original proposal https://docs.google.com/document/d/1d20K5DSHvrtY_bQWVzT1gf_lza7pgI8wZfFXXUX3p4k/edit?usp=sharing touched on a few suggestions on how this could be accomplished as an improvement after the initial controller implementation is released.
