Sometimes VM are stuck in shut-off state in libvirt and so the test fails (mainly in multicluster/scalability test). A simple start command is enough to fix the issue. It's clearly not an Elemental problem. Trying to find a way to trap this and fix it automatically could help the CI check by removing false positive.
