Has anyone considered a children's start menu theme?

I am thinking about something like the "unimod" theme with no search option. It would also need to have a locking mechanism so the children could not alter the options they are offered. (maybe password based so a parent can change the allowable options when necessary. This could be an idea that may be difficult to secure because if file manager application access was granted securing undesirable apps using folder and file security would be a separate requirement. I believe allowing access to personal folders from the menu would probably open up universal application access unless the file security on the apps blocked the children's access. I accept the idea this could be a largely useless delusion for most children where file manager access to their personal folders is required. Thanks for listening.
