Add the possibility to create reserved usernames for shoutbox.

TAC:

Add database collection for reserved usernames
Add BE endpoint for adding and removing reserved usernames
Add a feature to add/remove reserved names to the admin panel
Add badge/strong emphasis on reserved usernames in chat
