[Proposed Feature] Web-based data upload and editing

Description of Feature:

It would be great if I could just upload data via the web UI.
Additionally, it would be nice if I could also edit text files (Readme, License).
Working with the AWS CLI is a barrier for using Source.

What value is this feature adding to Source Cooperative?

Making data available will be easier.
Right now it's pretty technical and especially Windows users need to figure out how to do it because the usage instructions are *nix only: see also #29
