compiled plugins in 2.19.65

Hi,

not seeing the

• IRC (release notes say it got an update)
• or Speech plugin

in 2.19 build on windows.

I finally merged Radegast_latest, 2.19.1494 directory into above build...

Looks like the build script is messed up on the build server. It should be fixed later on today

It looks like the IRC plugin was never really released - It's in a pretty rough shape and might be removed again, but for now the speech plugins and IRC plugin should be included again. I cannot say the voice or speech functionality will work correctly for osx or linux at the moment.

Also, I'm marking it as 2.19 beta since it's currently unstable for Linux and OSX.

fyi - i used the IRC plugin in cinderblock's version and it worked fine

and btw - there is still a #radegast channel on freenode
