[FTBS] pip install "types-cffi" 2.0.0.20260315 source downloaded from PyPI produces fatal error with latest setuptools 82.0.0

The following is on openSUSE Leap 15.6 using locally installed Python 3.12, with locally installed

pip==26.0.1
setuptools==82.0.0

I downloaded and unpacked types-cffi latest version 2.0.0.20260315 and tried to pip install from the source code

 /usr/local/bin/pip3.12 install /usr/src/build/types_cffi-2.0.0.20260315/ --no-binary all --no-build-isolation --no-cache-dir --no-deps --no-index --no-warn-script-location --progress-bar off --root "/usr/local/stow/Languages/Python_312/types-cffi_312-2.0.0.20260315" --verbose

resulting in numerous warnings about

  SetuptoolsDeprecationWarning: Invalid dash-separated key 'install-base'

and then a fatal error

    ValueError: invalid pyproject.toml config: `tool.setuptools.package-data`.
     configuration error: `tool.setuptools.package-data` keys must be named by:

   at least one of the following:
    - {type: string, format: 'python-module-name'}
    - {predefined value: '*'}

This is caused by setuptools not yet permitting the use of hyphens in the [tool.setuptools.package-data] section of the pyproject.toml as reported in the PyPa setuptools issue pypa/setuptools#4772 of December 2024.

If I change the hyphens in the names of the source sub-directories to _cffi_backend_stubs and cffi_stubs to underscores and change the entries at the very end of the pyproject.toml grom hyphens to underscores viz

then the pip install still gives the deprecation warnings but no longer encounters the fatal error and the module is successfully built and installed.

I had not noticed that there has been an upgrade of setuptools from 82.0.0 of Febriary 8th, 2026 to 82.0.1 just last week on March 9th, 2026.

So I have dowloaded the new version and installed and tried again with the original, unmodified "cffi-types" 2.0.0.20260315 from PyPi.

Lo and behold, something must have been updated in the new version with regard to the limitation on hyphens (even though the setuptools issue 4772 has not been closed) because although there were deprecation warnings, there was no fatal error complaining about the tool.setuptools.package-data section, and the module built and successfully installed.

Thus my suggestion is that all that is needed to avoid this problem is to change line 3 in pyroject.toml from

                    requires = ["setuptools>=77.0.3"]

to

                    requires = ["setuptools>=82.0.1"]

I can reproduce this with setuptools v82.0.0, but not v82.0.1. Looking at the diff between those versions, it seems the validation logic was relaxed in pypa/setuptools#5157 which included abravalheri/validate-pyproject#248.

In typeshed-internal/stub_uploader#197, the setuptools requirement in requirements.txt was bumped to v82.0.1, so I'm guessing this was expected. I think we just also need to bump it inside build-system.requires of the stub package pyproject.toml here: https://github.com/typeshed-internal/stub_uploader/blob/a71a8370e4bfae4b84d8b4b09d05b17320dfbcc8/stub_uploader/build_wheel.py#L50
