Update PEP 835 with refined rationale and ecosystem statistics

- Move Format.TYPE to Rejected Ideas
- Update formatting to '@ annot' throughout
- Refine __rmatmul__ language to encourage it as a robust fallback
- Integrate Annotated usage and migration stats
