Difference between HATCH_ENV and HATCH_ENV_ACTIVE?

They are both set to the environment name, right?

the former is set by the user while the latter is set internally for environments in use

Just for my understanding when is HATCH_ENV set by the user. By default it seems both are set to the environment name but I did not to my knowledge do anything to set it.
