Feature description

Add an implementation of Improved Resilient Backpropagation with Weight Backtracking (iRProp+)

Motivation

The current iRPropMin optimiser forgoes weight backtracking, which simplifies the optimisation algorithm. However, backtracking has shown to improve convergence at the cost of additional optimiser overhead.
