Add maintainers to readthedocs #488

Currently only @aperezhortal and I are listed as maintainers of the pysteps' readthedocs account: https://app.readthedocs.org/dashboard/pysteps
I suggest we add the whole @pySTEPS/core-devs team, but to be included you first need to create a readthedocs account (you can simply reuse the github one).
