Updated Documentation for running the site #47
Description
We have added a few steps to the build that are fantastic! Let's update the readme file with a bit more detail.
The current README has `uv run python manage but the issue here #42 has slightly different instructions that include creating the "dummy" pages. Let's add that step / with some explanation of what it does, to the README file.
