Feature name

phase 1 of the cross chain request feature defined a specific payload structure.

Describe the Enhancement

Based on tests and new feature updates, the existing payloaod structure might need some changes:

1. Modification of channel address to bytes32 for non-evm channel support
2. Based on testnet CCR simulation findings, payload need to be adjusted
3. TBD: Including decimal places for arbitrary msg paylaod.
4. Optimized version of payload
