Align more closely with other Pulumi Package boilerplate repos #16

This repo uses a different structure for code layout and Makefile than all the other Pulumi Package boilerplates. From (https://www.pulumi.com/docs/guides/pulumi-packages/):

Author a Native Pulumi Provider Package with https://github.com/pulumi/pulumi-provider-boilerplate
Author a Bridged Provider Package with https://github.com/pulumi/pulumi-tf-provider-boilerplate
Author a Component Package with:
- Go: https://github.com/pulumi/pulumi-component-provider-go-boilerplate
- Python: https://github.com/pulumi/pulumi-component-provider-py-boilerplate
- TypeScript: https://github.com/pulumi/pulumi-component-provider-ts-boilerplate
- C#: a template repository is coming soon

These should be brought inline so that the same approaches are used consistently across package kinds.
