"Attach a study" dialog on resource edit form is wonky

Expected behavior

When you edit an existing resource the add a new/attach an existing study option should display at the end of the form.

Actual behavior

Dialog appears at the top of the page.

Steps to replicate

1. Login into DSS as an admin:
2. Click on the "resource" menu option: https://dss.princeton.edu/resources in the blue admin menu.
3. Open an existing resource for editing, https://dss.princeton.edu/resources/328/edit Title "Census Microdata Holdings"

Impact of this bug

Page display is wonky, but edits appear to work.
