New restriction: Certain number of posts in a certain time

I'm trying to figure out how to set post creation limits based on user role for a set period of time.

ie.
role = author1 and they can create/post 5 posts a month
role = author2 and they can create/post 10 posts a month

is there any way to limit the number of post using publishpress. I want the author only allowed to post a certain amount of posts.

Im tyring to crertae a website blog where outside authors (advertisers \ business owners) can post articles, video, pics to the website (in designated post categories). Is there a plugin that will work for that.
I'd like guest authors to post via a subscription i.e. post 1 article a month Free $0.00 or unlimited for a fee, etc

I have a unique request whereby authors are required to create a new post once a week. The problem is that they might forget so I need to enable reminders to be sent to them on a regular basis when they have not created a post.

News publishers are the only ones who might use this.

They may want to limit authors from over publishing or try to limit low volume content.
