API Keys for Upload #62

To allow some degree of control over uploads into Sondehub, one approach is to setup an API key system.

Make a web portal where users can request an API key. Optionally they can enter some user details (email address?) to be stored with the API key.
Users then must upload this API key with uploads to Sondehub. This allows us to selectively filter packets based on station, to help deal with corrupted data, or malicious use of the Sondehub DB.

There could also be an 'approval' process for API keys, but this might get a bit complicated.
